

The introduction of clear role models, new teams, and scalable processes enhanced the sustainability of the municipal IT service provider.
Initial situation
Lecos, a regional municipal IT service provider, was facing growing pressure to change. Externally, clients and customers demanded clear structures, high-quality service, and fast turnaround times. To address these challenges effectively, an organization-wide transformation project was launched. KEGON was commissioned by the CEO to provide consulting services in the early phase of this project.
The KEGON solution
Phase 1 – SAFe Fundamentals & Management Support
KEGON was engaged at an early stage of the transformation project. The focus was on teaching the fundamentals of SAFe and jointly assessing with the Management Board whether SAFe® was a suitable framework for achieving the project’s goals. KEGON supported the C-suite through this decision-making process until the final decision was made and communicated—and also assisted in setting up a dedicated transformation team.
Phase 2 – Targeted Consulting & Team Development
As the project progressed, KEGON’s involvement took on a more focused thematic approach. Key areas included consulting on scaling the organizational structure and processes, supporting the development of an organization-wide role model, conducting workshops on setting up new teams, and further implementing Kanban at the team level.
Results/Target
- In-depth SAFe consulting: C-level executives have a clear understanding of SAFe® and its applicability in their own context—the foundation for an informed and well-supported decision by the management board.
- Functioning Transformation Team: A dedicated team to steer the transformation was established and empowered in its roles, working methods, and communication structures—thus creating the organizational foundation for independent continuation.
- Clear Role Model: By developing a company-wide role model, accountabilities and responsibilities were clarified as a key prerequisite for continued structured and reliable service delivery.
- New Teams: Through targeted workshops, new, significantly smaller teams with clear structures, working methods, and responsibilities were defined—thereby expanding the operational foundation for a scalable organization.
- Scalable structural and process organization: Consulting on organizational scaling creates the structural prerequisites for meeting the growing demands of municipal clients.
- Team Kanban: Further implementation of Kanban at the team level to ensure reliable service delivery and its continuous improvement.
