
As part of a registry modernization project, KEGON supported the operational design of product management and product owner structures. The goal was to ensure the technical and organizational management of the registry modernization and to establish effective collaboration between the business unit, IT implementation teams, and governance bodies.
Initial situation
The client faced the challenge of coordinating complex business, technical, organizational, and legal requirements as part of the registry modernization project.
This involved:
- defining clear roles and responsibilities (Product Manager, Product Owner),
- developing and implementing business and technical test strategies,
- technical and organizational alternatives for the IT integration of local governments had to be validated and prepared as part of the preparation of an expert report,
- legal and sector-specific regulatory frameworks had to be taken into account,
- multiple stakeholders (including expert committees, government departments, and external parties) had to be involved, and
- the achievement of objectives had to be ensured through quarterly planning, milestones, and reviews.
The KEGON solution
At the start of the project, there was no clear vision, no binding decision-making structures, and no transparent prioritization or management of the business requirements.
KEGON assumed the role of Product Owner, among other responsibilities, to provide methodological, organizational, and content-related support for product management, focusing on the following areas:
- Support in formulating the project charter as well as quarterly and program increment (PI) goals
- Support in operationalizing the goals through:
- detailing and prioritizing features and user stories
- defining acceptance criteria
- Supporting program increment planning (PI planning), including capacity planning
- Conceptual preparation and support for technical and business test cycles
- Supporting the acceptance of features, user stories, and milestones
- Preparing and supporting:
- reviews and results presentations
- system demos for selected stakeholders
- Reporting on and representing the project to relevant committees as well as other departments and external stakeholders
- Identifying the need for legal adjustments and involving relevant stakeholders at an early stage (e.g., business departments, municipalities, IT service providers, manufacturers)
Conclusion
Through the use of KEGON, it was possible to:
- establish clear product and project management structures,
- structure, prioritize, and make business requirements actionable,
- plan, track, and review quarterly and program goals transparently,
- improve test management,
- and significantly improve collaboration between business units, implementation teams, and
- stakeholders.
As a result, the client gained planning certainty, transparency, and control in a complex registry modernization project. The continuous acceptance of deliverables and regular reviews enabled early risk detection and targeted course corrections.
